Dynamic Concepts, Inc. (DCI) is engaged in constructing, installing and maintaining the country’s vast Electrical, Gas and Communication infrastructure facilities for our governments, utilities and the industrial complex. DCI provides engineering and design, project management, and construction services in support of technology network infrastructures and for major utilities in the electric power and gas pipeline distribution sectors. DCI is engaged in 5G antenna deployment, electrical transmission networks, gas pipeline construction and distribution, providing the buildouts of these underground and overhead infrastructure networks in major end markets. DCI provides connectivity of all forms of communication networks and dry energy facilities such as gas and electric.
Founded in 1979 and headquartered in Washington, DC, DCI has over 40 years of experience in delivering robust infrastructure solutions for its clients and has become a recognized leader in providing a broad spectrum of infrastructure and management support services in underground and aerial construction. DCI has helped build, improve, install and maintain many high cost infrastructure systems for a host of corporations, municipal utilities and government entities.

Management Team
Pedro Alfonso - Chairman and CEO
Pedro Alfonso is Co-Founder, Chairman, and Chief Executive Officer of Dynamic Concepts, Inc. Prior to starting DCI in 1979, Mr. Alfonso gained much of his business expertise and technical knowledge from his work at the IBM Corporation's Federal System Division and the General Electric Company's Information Systems Business Division. He is also Managing Partner of DCI Utility Locate Service, LLC, and DCI Utility Infrastructure Services, LLC, wholly owned subsidiaries of Dynamic Concepts, Inc.

A graduate of Howard University's School of Business, Mr. Alfonso is active in various organizations including currently serving as Vice Chair of the Board of the D.C. Public Access Corporation, and Board
Member and 3rd Vice President of the Girl Scout Council of The Nation's Capital. He also serves on the Board and Executive Committee of the National Small Business Association (NSBA), a nationally recognized small business advocacy group of 40,000 small businesses from around the country. Mr. Alfonso is a member of BICSI (Building Industry Consulting Services International), the international trade association for information technology professionals. He is the former Chairman of the Board of Commissioners of the D.C. Housing Authority, and also previously served on the Board of the Federal City Council, served as President of the D.C. Chamber of Commerce, Chairman of the Board of the D.C. Private Industry Council, Chairman of the Board of the YMCA of Metropolitan Washington, Board of the Greater Washington Ibero American Chamber of Commerce, Board of the USO of Metropolitan Washington, and Board of Leadership Washington. He also was formerly Vice-Chair of the Board of Trustees of Southeastern University, Chairman of the Board of Greater Southeast Community Hospital, and was a member of the Board of Georgetown University Hospital.
Mr. Alfonso has been a guest speaker for several organizations including Langston University in Oklahoma, the Entrepreneurial Center at Manhattanville College in Purchase, New York, and at Howard University's Small Business Development Center. He also served as a Presidential Appointee to the White House Conference on Small Business and participated in the Small Business Delegation to Russia to assist in promoting a free market economy.
Mr. Alfonso has testified before the District of Columbia City Council and Congressional Committees on Privatization and Procurement issues. He has been quoted for his views on the economic and political future of the U.S. in numerous publications including Black Enterprise, Fortune Magazine, The Washington Post, The Washington Times, USA Today, and Newsweek Magazine. He was featured in articles in The Washington Times for his D.C. Chamber of Commerce activities, The Washington Post for views on affirmative action, Money Magazine for successful entrepreneurship in the technology and communications fields, and most recently in the Financial Times for his views on tax reform and the national deficit. Mr. Alfonso was awarded a National Achievement Award by the Small Business Administration, recognized as a Washington Achiever by the YMCA of Metropolitan Washington, Entrepreneur of the Year by the U.S. Department of Interior, and Alumnus of the Year by the Howard University School of Business. The D.C. Chamber of Commerce also presented him with the 1999 Business Leader of the Year Award, and he was honored in 2003 by the Washington Metropolitan Area Transit Authority, Department of Workforce Development, and Diversity Programs.
Mr. Alfonso is a graduate of Howard University's School of Business.
Benjamin Peaśant - Senior Vice President, Federal Sales
Benjamin Peaśant is Co-Founder and Senior Vice President of Dynamic Concepts, Inc. He is responsible for DCI's Federal business development market. A Vietnam veteran of the U.S. Army, Mr. Peaśant formerly served as CEO of Dynamic Marketing Services, Inc., a direct marketing, customer relationship management, and call center operation. He was previously an Account Manager and Computer Telephone Integration Consultant with the IBM Corporation. He is a former elected Commissioner and Treasurer of DC's Advisory Neighborhood Commission (ANC). He is also a member of the American Legion Post #19 and Military Officer Association of America.
​Mr. Peaśant is a graduate of the Central State University College of Liberal Arts in Wilberforce, Ohio.
Ronald E. Watkins - Chief Operating Officer
Ronald E. Watkins, DCI's Chief Operating Officer, has more than 30 years of experience as a senior manager in the private and public sectors. Mr. Watkins is responsible for ensuring total quality assurance and most importantly, "total customer satisfaction" in DCI's day-to-day operations. Mr. Watkins is also responsible for directing all marketing efforts and business development initiatives for DCI. He is the principal liaison between the client and DCI's corporate structure and provides oversight and management of all DCI contractors nationwide, inclusive of subcontractors, vendors and strategic alliance partners.
Mr. Watkins is a graduate of Howard University in Washington, DC. He also attended Maryland University in their Master's Program in Business Administration.
Ervin Ahmeti - Controller
Ervin Ahmeti is currently the Controller at Dynamic Concepts, Inc., where he oversees financial planning, analysis and reporting, and strategic investments. With over 20 years of experience in corporate finance, Ervin has been instrumental in driving the company’s growth and profitability. He holds a degree in Finance and Accounting. Ervin is also a member of the American Institute of CPAs.
Gabrielle Alfonso - VP of Business Transformation and Development
Gabrielle Alfonso has more than 15 years of experience in business development, customer service, and operations in her role as DCI's Director of Marketing and Business Services. She is a 2020 graduate of the Leadership Greater Washington program and she brings an energetic, problem solving, professional and a mindset of service to her Federal, State, Local and Commercial clients.
In the ever changing world of technology, Ms. Alfonso’s primary focus is to build awareness about DCI’s unique capabilities among prospective clients, and to develop and maintain relationships with current and past clients.
She has formed strong partnerships with General Contractors and Major Integrators as well as small businesses to optimize critical resources. She has been instrumental to DCI in helping to secure such contracts as the Martin Luther King Jr. National Memorial, National Museum of African American History and Culture, National Public Radio Headquarters and City Center DC.
Tracy Baker - Director of Human Resources
Tracy Baker has over 25 years as a Human Resource professional experienced in all aspects of human resource management. She has held HR leadership positions across various industries, including a Fortune 500 company and international business. She has worked in industries such as legal, financial services, government contracting, manufacturing, and local government.
Ms. Baker holds a Bachelor of Science Degree in Psychology from Howard University, Washington, D.C.

She is a member of the National Society for Human Resource Management, Human Resources Association of the National Capital Area.
